Olive Ave clear water discharge and waterline project

Skanska USA Building and Granite Construction will be managing the installation of a clear water discharge (CWD) and waterline from N Dysart Rd and W Olive Ave in El Mirage eastward to the Parshall Flume Station, located at W Olive Ave and N 99th Ave. This project will be constructed in two phases.

Phase I will be the horizontal directional drilling to occur under the Agua Fria River. Phase I work is expected to begin at the end of June 2025 and consists of drilling boreholes for the CWD and waterline under the Agua Fria River and pulling casing and carrier pipe through the boreholes. This work will occur south of W Olive Ave. The Agua Fria crossing is planned to be completed near the end of 2025.

Phase II is the CWD and waterline work south of W Olive Ave beginning in August 2025. The work will start at the east and west connection points south of W Olive Ave (El Mirage to 114th Lane) and work its way from El Mirage Rd on the west and N 99th Ave on the east, meeting in the middle. Completion of the CWD and waterline work is expected to continue through July 2026.

Work is scheduled for Monday through Friday between 6 AM and 3 PM, with occasional work on Saturdays and Sundays if the severe summer heat and monsoon weather creates project delays.
